Development Review Process

The development review process is important for contractors and developers interested in our growing community.  The City has outlined the steps below for residential development and commercial development in Victoria.

An initial meeting with staff is recommended prior to starting any development project.  This gives staff an opportunity to discuss the project with you and provides an opportunity to receive additional information on the process.  Contact the Community Development Director at 952-443-4218 to schedule a meeting.

Residential Development Process

Sketch Plat
See City Code Chapter 22 - Article 3

At the Sketch Plat phase a neighborhood meeting will be held to discuss the project prior to the Planning Commission meeting.  The Sketch Plat will be submitted to the Planning Commission and the City Council for review.  There is no approval or denial at this phase.

1.  Complete documents must be submitted three weeks prior to the Planning Commission meeting.

If a development chooses to go forward the next step is the Preliminary Plat.

Preliminary Plat
See City Code Chapter 22 - Article 4

A public hearing will be held a the Planning Commission on the Preliminary Plat.  The Planning Commission will make a recommendation to the City Council on the approval or denial of the Preliminary Plat.  The Preliminary Plat will be presented to the City Council at the next meeting following the Planning Commission.

1.  Prior to submittal meet with the City's Engineering Staff to discuss the project.
2.  See Contractor and Developer Resources Section for Engineering Standards.
3.  Complete documents must be submitted three weeks prior to the Planning Commission meeting.
4.  Wetland delineation paperwork must be submitted, if applicable.
5.  A tree inventory must be submitted, if applicable.

If approved the preliminary Plat can move forward to the Final Plat phase with the changes recommended by the Planning Commission and City Council.  If denied, the developer can make changes and resubmit the Preliminary Plat following the same procedures outlined above.

Final Plat
See City Code Chapter 22 - Article 5

The Planning Commission will make a recommendation to the City Council on the approval or denial of the Final Plat.  The Final Plat will be presented will be presented to he City Council at the next meeting following the Planning Commission.

1.  Complete documents must be submitted three weeks prior to the Planning Commission meeting.
2.  The Final Plat must be consistent with the Preliminary Plat.

If approved the Final Plat will be filed with Carver County.  If denied the developer can make changes and resubmit the Final Plat following the same procedures above.

Commercial Development Process

Developers of commercial properties should contact City Staff to review permitted and conditional uses in the City's Central Business District and the requirements for commercial development.
