By joining the Victoria Recreation Center (VRC), members gain more than just access to the amenities — they join our community.

Basic Membership Packages
The Basic Membership Packages provide access to the fitness center, walking track, open pickleball, open adult basketball, scheduled open gym, open skate, and locker room. Basic members receive a discount on select pre-registered programming and group fitness classes. Registration available online.

Health Care Reimbursement
The VRC works with several different insurance providers to offer health rewards. Please contact your insurance provider to see if you qualify.

The following are programs that are accepted at the VRC:

Community Discount
The VRC offers memberships to those who work or own a business in Victoria. All membership categories apply, and proof of employment or ownership is required via pay stub or alternate documentation.

One Pass
Contact One Pass for confirmation of eligibility and to receive your member number that begins with the letter "A". You will then bring that number into the Victoria Recreation Center to activate your membership. One Pass members will have access to basic membership amenities.

Fitness Incentive Program Update
Fitness Incentive Programs Information for Already Enrolled Members

To access and view your current fitness reimbursement profile, follow the steps below:

1. Go to NIHCArewards.org

2. Go to "MEMBERS Options"

3. Click "Already Enrolled"

4. If you are unable to access your profile, click "Forgot Password" or "Forgot your email address/invalid email address" and follow the steps.

5. The first screen will display the "My Profile" information, including address, DOB, email address and phone number. To view and/or edit any Banking Information, Insurance Information and Club Information click on the Account Information tab on the left (the Account Information tab is shown below).

6. After any changes/edits have been made, the Update button must be clicked on each page in order to save the changes. 

7. Lastly, be reminded that your fitness facility will submit your workout usage, once a month. You may view your Reimbursement History tab to see the insurance company response and if you will receive the incentive. Expect to see reimbursement back into the bank account you authorized, at the end of the preceding month. 
Membership Categories
What are the membership classifications?
  • Youth: 0-18 years of age
  • Adult: 19-59 years of age
  • Senior: 60 years of age and over
  • Active Military: Must provide military ID at time of purchase
  • Student: Must be a full-time student
  • Family: Two adults and dependent child(ren) residing in the same house.  
    • Child(ren) means a son, daughter, step-son, step-daughter or eligible foster child up to age 26 if still claimed on VRC member's health plan.  
Who qualifies to purchase a "resident" membership? 

People who live within the City of Victoria boundaries qualify as a "resident" as well as anyone who works full- or part-time in Victoria, or owns a business in Victoria. Applicants must provide a pay stub at time of purchase for verification.

Membership Billing and Costs
What is Continuous Billing?

Automatic payments, or Continuous Billing, requires that members keep a credit card number on file with the VRC. Membership will automatically renew monthly until it is cancelled. 

Is there an enrollment fee?

There is no enrollment fee to join the VRC.

Is there a fee to cancel or change my membership before it expires?

Customers may not cancel their membership prior to the end of the membership term.  If an extenuating circumstance should arise, you may submit a cancellation request to the Parks & Recreation Director for their consideration based on the circumstances. The form can be completed on the VRC website. If cancellation is approved, a $5.00 service fee will be charged for any cancellation prior to the completion of the membership term.

  • Change of Membership - Upgrades may occur at any time of the month. A $5.00 administrative fee and the difference in pro-rated dues will apply. They will be collected at the time of the upgrade request.
  • Involuntary Suspension or Termination - The City of Victoria may terminate memberships, with or without cause, at any time by mailing written notice to members via US mail at the address on file.  Termination is effective upon mailing, or by personally delivering written notice to the member. If the City terminates your membership, a pro-rated refund may be issued for the period of time after the effective date of termination.
Does my 1-Month Membership automatically renew?

No. If you purchase a 1-Month Membership it will expire at 30 days and will not automatically renew.  If you would like to pay monthly and have it withdrawn from a debit or credit card, you can enroll in Continuous Billing.

How do I cancel my membership?

Continuous Billing Membership Cancellation:  If a member would like to discontinue their auto-renewal, the member must request a cancellation by filling out the Membership Cancellation Form a minimum of five (5) business days before the auto-renewal date. This policy also applies to grandfathered direct debit members.

Youth Policy
How old do I have to be to use the Victoria Recreation Center without adult supervision?
  • Fitness Center
    • Visitors ages 12-13 may use the fitness center with adult supervision (18+). A waiver must be signed by parent and youth and turned into the VRC.
    • Visitors ages 14-15 may use the fitness center without adult supervision. A waiver must be signed by parent and youth and turned into the VRC. The youth is required to complete an orientation from a VRC-approved instructor.
  • Walking Track and Gymnasium 
    • Visitors must be at least 10 years of age to use the walking track and gymnasium without adult supervision.
