Future Fire Station Proposed Design Overview
A new fire station will be constructed to improve the safety of the community of Victoria, Minnesota over the coming years.

Discussion Overview
Staff presented an overview of the initial designs for the new Victoria Fire Station that will be located at the corner of County Road 18 and Kochia Lane.

Community Impact
The new fire station will focus on improving firefighter health and safety as well as supporting evolving staffing model changes necessary to meet increased demand for service without compromising service levels.

Independent Auditor's Report for Year End 2023
The City of Victoria’s independent auditors from the firm Malloy, Montague, Karnowski, Radosevich & Co. PA. (MMKR) completed their audit for the year ending in 2023.

Discussion Overview
Jackie Huegel, CPA, presented the results and the 2023 Comprehensive Annual Financial Report. The audit results included an unmodified or “clean” opinion on the basic financial statements, and no findings to report for internal control over financial reporting, compliance - financial statement audit, and Minnesota legal compliance for 2023.

There were no findings for the audit year end 2023.

Preliminary Plat, Annexation, CUPs, Variance, and Preliminary PUD for Victoria South Residential Development  
Matt Pavek, Civil Site Group, submitted a preliminary plat request and associated applications on behalf of Golden Valley Land for review by City Council.

Discussion Overview
The Applicant is proposing two multi-family residential products for the property which are row townhomes and an apartment building.

Community Impact
City Council approved the requests with several conditions.

Variance, Minor Subdivision, and Easement Vacation for 2145 Gallery Court
Donavon DesMarais submitted a Variance, Minor Subdivision, and Easement Vacation application to City Council for review.

Discussion Overview
The application request that the City consider a Variance to the 25% allowed maximum impervious surface amount in the Shoreland Overlay District, a Minor Subdivision to adjust the rear lot lines adjacent to a city-owned outlot, and the Vacation of a portion of a drainage and utility easement in the rear yard of 2145 Gallery Court.

Community Impact
The City Council approved the proposed Variance, Minor Subdivision, and Easement Vacation requests. 
 
Victoria Vet Clinic Updated Design
RAM General Contracting, Inc. submitted a building design along with an application for a Conditional Use Permit for the use of a Veterinary Clinic at 1486 Stieger Lake Lane for review by City Council in Nov. 2023.

Discussion Overview
Following initial approval, the applicant presented a revised exterior design that includes new materials and an expansion of the parking area on both the east and west sides of the property, with added parallel street parking available on Stieger Lake Lane.  

Community Impact
The Victoria Veterinary Clinic currently practices out of 2160 Arboretum Boulevard, and they wish to grow and expand to a new location while at the same time staying within the community. 
 
Liquor Licenses in the City of Victoria from July 1, 2024 through June 30, 2025
The City provides liquor licenses to businesses within its limits that sell intoxicating liquor and off-sale liquor. These licenses are renewed annually and are valid from July 1 to June 30 of the following year.

Discussion Overview
All businesses must complete the necessary paperwork to renew their licenses. As part of the renewal process, the Carver County Sheriff's Department will conduct background checks, and the Fire Department will conduct fire inspections.

Community Impact
City Council adopted a resolution approving Liquor Licenses from July 1, 2024 through June 30, 2025, in the City of Victoria, Minnesota.
