2024 Preliminary Budget Workshop Discussion
City Council was briefed on the City of Victoria’s proposed fees and charges for 2024, as well as an update on the 2024 preliminary general fund budget and levy.

Discussion Overview

Department leads provided information and an opportunity for discussion on budget pressures, cost saving opportunities, and operational efficiencies.

Community Impact
The preliminary budget and levy will be presented to the City Council on Sept. 11, 2023. State law requires the approved preliminary levy be certified to the County by Sept. 30, 2023. The City Council can approve a final levy in December that is equal to or lower than the maximum tax levy (preliminary levy).

Easement Vacation – Hunter's Glen
Summergate Development submitted an Easement Vacation application for review by the City Council to vacate a drainage and utility easement.

Discussion Overview

The applicant requested to vacate the easement as it will create a buildable lot for the Hunter’s Glen development, as well as a lot for the Laketown 16th subdivision.

Community Impact
Standard drainage and utility easements will be dedicated over the new parcels through a lot consolidation at the time that the Hunter’s Glen Final Plat is recorded with Carver County Property Records.

Bids and Contract for 2023 Mill and Overlay Project
As part of the City of Victoria's pavement management plan, city streets are planned for a routine mill and overlay based on pavement condition as the pavement ages.

Discussion Overview
The streets for this year's project were selected based on pavement condition determined through a field rating review and a field review by the Public Works and Engineering Departments. The scope of the project includes the milling off of the top layer of pavement to place a new bituminous surface as well as other repairs to curbs and gutters or sewer manholes and catch basins as needed.

Community Impact

Bids for the project were received and City Council awarded the contract to Bituminous Roadways.
