Minnehaha Creek Watershed District (MCWD) UpdateCity Council was briefed on MCWD-City collaboration efforts and priorities for the future by representatives from the district.
Discussion Overview
In 2015, the City entered into a Memorandum of Understanding with MCWD to provide a framework for partnership and collaboration efforts between the City and MCWD. Many successful projects have been completed including the enhancement of the City's Downtown Regional Stormwater Basin and development of Wassermann Lake Preserve.

Preliminary 2024 Tax Levy and General Fund BudgetThe City of Victoria’s preliminary tax levy (or maximum tax levy) must be certified to Carver County no later than Sept. 30, 2023.
Discussion Overview
Staff reviewed the budget carefully, looking for reductions, comparing the budget to actual costs for this year, and will continue to refine the budget until December. The final levy cannot exceed the maximum tax levy.

The budget is balanced and enables the City to maintain its current service levels as Victoria continues to grow, as well as implement the Council's adopted strategic priorities.Resolution Awarding the Sale of Series 2023A BondsCity Council awarded the sale of $3,650,000 General Obligation Improvement and Utility Revenue Bonds.

A representative from Northland Securities (the municipal advisor to the City for the bond issuance) joined the meeting to brief Council on the bond sale results and to answer any questions.

Discussion Overview
This project will entail redeveloping the parcels bound by Highway 5, Rose Street, and the Lake Minnetonka Regional Trail in downtown Victoria. The plat has been named Rowans Lands.
Community Impact
The project will include the construction of 125 residential multi-family units, apartment amenity spaces, 8,700 square feet of general retail space, and increased public surface parking.Roers Companies TIF Agreement for TIF District 1-9City Council adopted a Tax Increment Financing (TIF) Assistance Agreement for TIF District 1-9 as a business subsidy for the redevelopment of multiple underutilized properties by Roers Development into a mixed-use building near downtown Victoria.

The City of Victoria hired LHB to inspect and evaluate the properties within the proposed TIF District. The Development is located in a residential and commercial area of the city.
Community Impact
The development plan aims to offer a combined number of 258 parking spaces. These stalls will be provided in three areas: structured parking, a surface lot, and Rose Street.Interim Cannabis Ordinance and Summary of PublicationThe State of Minnesota recently legalized the recreational use of cannabis through the passing of the adult-use recreational cannabis legalization bill.
Discussion Overview
The City of Victoria proposed an interim ordinance prohibiting the operation of cannabis businesses and the sale of cannabis products within city limits. It is intended to remain in effect until Jan. 1, 2025, by which time the City will have developed a comprehensive ordinance governing the appropriate usage and regulatory framework for cannabis products.
