Transportation Projects Update
Over the next several years, a number of transportation projects have been planned throughout Victoria.

Discussion Overview
Staff provided an update on planned projects with an emphasis on the planned improvements at the intersection of Hwy 5/11 (West) near Downtown West. An additional workshop in Quarter 1 of 2024 will review the status of the 82nd Street Improvement Project and Highway 5 Improvements as part of the larger Arboretum Area Transportation Plan.

Significant improvements are needed to meet the needs of today while considering the growth of tomorrow.

Victoria South Residential Development — Sketch Plat  
Golden Valley Land submitted a Sketch Plat Request for review by City Council.

Discussion Overview
The sketch plat covers a 24.11-acre parcel located north of County Road 10, west of County Road 11/Victoria Drive, south of the Marsh Hollow development and the railroad and includes 126-134 row townhomes and a 144-unit apartment building.

Community Impact
The applicant submitted the sketch plat application, narrative, and exhibits to receive feedback from Council. No approvals or actions were taken during the meeting.

HomeTown Bank Commercial Development — Sketch Plat  
HomeTown Bank submitted a Sketch Plat Request for review by City Council.

Discussion Overview
The sketch plat covers a  4.13-acre parcel located southeast of Highway 5, and across from Commercial Avenue intersection and includes a combined bank/coffee shop with a drive-thru and a medical clinic/office.

The applicant submitted the sketch plat application, narrative, and exhibits to receive feedback from Council. No approvals or actions were taken during the meeting.

Comprehensive Plan Amendment and Rezoning for 7500 Victoria Drive
Greg and Heidi Pavett submitted an application for a Comprehensive Plan Amendment and Rezoning request for 7500 Victoria Drive for review by City Council.

Discussion Overview
The property is ~2.65 acres in size, adjacent to Carver County Highway 11, currently zoned R-3 Multi-Family Residential, and guided for Parks in the 2040 Comprehensive Plan due to an “inholding” status within the Three Rivers Parks Master Plan.

Community Impact
A draft ordinance, and a resolution approving a summary publication of the ordinance, were approved to rezone the property from R-3 Multi-Family Residential to R-1 Low Density Residential.
 
Proposed Veterinary Clinic —  Application Review
RAM General Contracting, Inc. submitted a building design along with an application for a Conditional Use Permit for the use of a Veterinary Clinic at 1486 Stieger Lake Lane for review by City Council.

Discussion Overview
Within the Central Business District, the use of a Veterinary Clinic is classified as a conditional use requiring a public hearing. Along with the property's change in use, the applicant is proposing an addition for a reception and waiting area, and an accessory building that will be utilized for retail in the future.

Community Impact
The Victoria Veterinary Clinic currently practices out of 2160 Arboretum Boulevard, and they wish to grow and expand to a new location while at the same time staying within the community.
